The Environment Agency has no plans as yet to extend the deadline for companies to register for the Carbon Reduction Commitment scheme.

The latest figures, for the end of August, show about half the nearly 4,000 businesses classified as full-participants have registered.
But there is still three weeks to go until the end of September deadline, an Environment Agency spokesperson told FM World.

“If there is anything that companies are confused about, they should come to us,” he said. “There is plenty of support available.”

With only a month to the Carbon Reduction Commitment Energy Efficiency Scheme (CRC) registration deadline, businesses are hoping they will be granted an extension as they fear missing the 30th September cut off.

According to the latest Environment Agency data, only 31%[1] of the anticipated 5,000 full participants have completed their registration.  Those that miss the deadline face fines of up to £45,000 and non-compliance will be published.

Don’t forget that if your organisation has any half-hourly electricity meters that were in use in 2008 the deadline for registering under the new CRC scheme is 30th September 2010. Failure to do so will lead to a £500 fine per unregistered meter. If this applies to you, you might think this means you have over a month to get your paperwork completed, however, the scheme’s administrators have indicated that they will be checking the identities of all applicants before registering them under the scheme and that this will add at least two weeks to the application procedure.

In order to register for the scheme, you will need to provide information about your organisation’s group structure as of 31st December 2008 and this will need to be verified through the use of the Companies Act tests. Information on all mandatory and voluntary half hour meters during 2008 will also need to be submitted to the scheme administrators, together with information about your total electricity supply.

Fines and costs from the Carbon Reduction Commitment (CRC) deadline will hit sooner than expected according to leading accountants.

Henry Le Fleming, carbon reporting specialist at PricewaterhouseCoopers (PwC) warned businesses (on 15 August) they have only four weeks to sign up and avoid extra costs.

So far only about 1200 firms of the estimated 4000 businesses in the UK have signed up with the Environment Agency for the scheme which has a deadline of September 30.

However, Mr Le Fleming believes the September 30 deadline is misleading and firms need to register well before then to avoid fines and other costs, he said: “Registration is a more pressing issue than many businesses think.

“Companies need to allow between two and four weeks for the Environment Agency to run checks, including anti-money laundering for company’s senior officers referred to in the process.

The CRC registration is progressing very slowly but it is expected to speed up further after the holiday season.

As previously reported by Envido the registration for the UK’s CRC Energy Efficiency (cap-and-trade) scheme legislation is progressing very slowly. Although, the registration process runs to the end of September, at the end of June only 2,983 companies had made an information declaration and 522 companies had registered as CRC participants.

The Environment Agency, which is running the CRC Energy Efficiency scheme, had forecast that around 20,000 companies would need to disclose their energy use and 5,000 would need to join the scheme. The number of declarers seems to be accelerating, but there’s still a long way to go to reach the predicted 20,000 mark.

With just over a month to go before the deadline, the Environment Agency has said that around two thirds of organisations still need to register for the CRC (Carbon Reduction Commitment) Energy Efficiency Scheme.

“Around a third of organisations that we expect to register for the CRC scheme have registered well in advance of the deadline,” Tony Grayling, head of climate change and sustainable development at the Environment Agency, told PublicTechnology.net. ” We would urge the remaining businesses to sign up now, and not leave registration to the last minute.”

Organisations that use more than 6,000 Megawatt hours (MWh) of electricity a year are required to register for the CRC scheme. If the deadline of September 30 2010 is missed then organisations face a £5,000 fine with an additional £500 for every day they are overdue.
